Back to the Future: “De-Transition” to Low-Car Cities

Current urban mobility systems in Europe, characterized by high car shares, have negative environmental and health impacts but struggle to mitigate these for fear of sacrificing accessibility. Ironically, before the transition (in 1950s 1960s Western countries 1990s Eastern Europe), most cities were accessible walking, cycling, public transport, few cars there were. Through a longitudinal case study medium-sized area Clermont-Ferrand, France (1950–2022), this paper explores potential ‘de-transition’, i.e., reverse process towards ‘accessible, low-car cities’ reshaping infrastructures constrain use whilst accommodating transport. We answer following questions: To what extent can transition? How could such be further encouraged? Our analysis adopts social practices perspective uses mixed-methods approach combining semi-structured interviews, survey, document analysis. On one hand, our findings highlight difficulty an modality shift alternatives: (1) limited reach transformation networks tramline); (2) fact that many feel unsafe or assume they need excellent conditions cycle, which is associated with leisure sports; (3) strong convictions concerning usefulness vehicle ownership, believed maximise comfort. other based on historic analysis, we offer practical recommendations de-transition areas: creation extensive regional tramway network; development full cycling promotion car-free city centre.
